The Post Office Does More Than Post
The Portuguese post office functions as a general counter for bills, taxes, parcels and official paperwork, which makes it far more central to daily life than an American one.

New arrivals treat the post office as a place for stamps and are then surprised to be sent there for something official. It occupies a wider role in daily administration than its American counterpart.
It is a payments counter as much as a mail service
Utility bills, certain taxes and various government charges can be paid over the counter, and many payment slips are printed with that assumption. The reference number is the instrument.
This grew out of a period when bank access was uneven and the postal network reached everywhere. The habit outlasted the reason.
Americans used to mailing checks or paying online will find the equivalent friction moved to a queue rather than removed. Increasingly the same payments can be made through banking apps.
Parcels concentrate there

It sells services that seem unrelated
Branches commonly offer phone plans, insurance products and financial services alongside the mail counter. The network is used as a retail footprint.
That is why a queue moves slowly: the person ahead may be opening an account rather than buying a stamp. Transaction times vary enormously.
Some branches issue tickets by transaction type, which is worth reading before joining a line. Choosing the wrong category costs the whole wait.
Working around the queue
Smaller branches away from central districts are usually faster than large ones near tourist areas. The difference can be half an hour.
Mid-morning and mid-afternoon are generally lighter than opening time and the period around lunch. Pension and payment days are the worst.
Increasingly, parcel lockers and online payment cover the routine cases, leaving the counter for the things that genuinely require it. The trips get rarer without disappearing.
